The Partners for Good Housing Handbook outlines the responsibilities of tenants and landlords, for maintaining houses and apartments in a safe and clean condition.
Landlords are required to give tenants a copy at inception of tenancy.

As of January 2021, tenants must notify their landlord in writing within five business days of finding or suspecting bed bugs.
The landlord must hire pest control professionals within 10 business days of the notice to investigate and eliminate any infestation.
If a landlord doesn’t respond to their notice or have the infestation eliminated, tenants can file a complaint with the Department of Licenses and Inspections (L&I).

The purpose of the Certificate of Rental Suitability is to ensure that Philadelphia Landlords are in compliance with Property Maintenance Codes. Landlords are required to give tenants a copy at inception of tenancy.
The Landlord certifies that:
1.There are no open code violations.
2.The rental unit has required smoke detectors.
3. The Landord has provided tenant with the "Partners for Good Housing" Handbook.

The city of Philadelphia mandates Lead Certifications every four years on all rental properties.

Landlords are required to test and certify rental properties as lead-safe or lead-free in order to
A) Execute a new or renewed lease and
B) receive or renew a rental license.
This requirement applies to all residential properties. Hence EPA Certified Firms, must do physical inspections of rental properties & obtain dust samples.

The city of Philadelphia mandates recycling.
The streets department provides recycling bins at no cost to City residents.
